Wir Franz Joseph der Erste, von Gottes Gnaden Kaiser von Oesterreich; König von Hungarn und Böhmen ... Haben in dem Anbetrachte, daß die bisher in den militärisch-conscribirten Provinzen bestehenden Recrutirungs-Vorschriften dem Grundsatze der Gleichstellung aller Staatsbürger vor dem Gesetze nicht entsprechen, und daß die dringend nothwendige Beseitigung der ... Uebelstände wohl nicht bis zur Erlassung eines vollständigen Militär-Conscriptions- und Recrutirungs-Gesetzes verschoben werden können ... nachstehende Abänderungen ... als eine provisorische Vorschrift zu treffen beschlossen ...
